Excerpt from OSHA Care™ Chapter 25-MCIT-F3-6102 | Lockout Tagout for First Responders
Energy control procedures for first responders must address both station maintenance and emergency operations. The employer – your department – is responsible for developing documented programs to prevent injuries from unreleased energy.
While standard exemptions exist for simple machines, first responders need additional procedures specifically addressing emergency response protocols for machinery accidents, such as first-arriving engine company procedures for industrial machine shutdown that can be implemented before technical rescue teams arrive.
These should include field-expedient isolation methods like simplified lockout steps for agricultural equipment entrapments, using apparatus-carried equipment to secure power sources, and emergency shutdown guides for common machinery in your response area. Your procedures should be detailed for maintenance activities but also include quick-reference guides for emergency operations when time is critical.
Core Concepts & Takeaways
This course is specifically designed for first responders like yourselves. We’ll cover the basics of lockout and tagout procedures, safe handling of machines with hazardous energy sources, LOTO procedures adapted for emergency operations, and training requirements for first responder personnel. As emergency responders, you have dual responsibilities regarding lockout tagout: applying these procedures during your own station and vehicle maintenance activities, and responding to emergencies where victims are involved with machinery that hasn’t been properly locked out. The OSHA Lockout Tagout standard (29 CFR Nineteen ten .147) remains unchanged since 1989, though modernization is under consideration. Throughout this course, we will focus on practical applications for emergency responders who must make rapid decisions in life-threatening situations where traditional LOTO procedures may need modification.
