Profile: Scott Appleby
Scott Appleby is a distinguished emergency management professional with over 30 years of experience in public safety, homeland security, and disaster preparedness. From 1994 to recently in 2025 where he retired, he has led the City of Bridgeport’s Office of Emergency Management & Homeland Security, overseeing emergency communications, continuity planning, and multi-agency coordination for one of Connecticut’s largest municipalities.
A graduate of Sacred Heart University with a Bachelor of Science in Criminal Justice and a minor in Sociology, Scott has built a career defined by leadership, collaboration, and resilience. He holds over 75 specialized certifications from FEMA, DHS, TEEX, and the American Red Cross, and is a Certified Emergency Manager (CEM) through the International Association of Emergency Managers.
Scott’s expertise has been recognized at the national level, including testimony before the U.S. Congress on domestic terrorism preparedness. He has delivered presentations to diverse audiences—from hospital trauma teams and university faculty to international delegations and faith-based organizations—on topics ranging from mass casualty planning to school violence and infrastructure protection.
